Position Overview:

We have a portfolio of 170 offices and 58,000 staff which, with your support and expertise, will move to a flexible and modern estate comprising of 13 regional centres, 5 specialist Sites and a London Headquarters equipped with the digital infrastructure and facilities needed to compliment a highly skilled and diverse workforce. We wish to appoint Assistant Property Project Directors who will be motivated by the scale and complexity of the challenge and recognise the unique opportunity these roles present. Accountable for the end to end delivery of a portfolio of new build multi-million pound office developments of between 100,000 and 400,000 sqft and other office refurbishment projects, youwill play a pivotal role in the success of our ambitious transformation programme.
Role Purpose:
As an Assistant Property Projects Director , you will ensure the smooth running and management of a portfolio of projects to time, cost and quality.
Accountabilities:
Delivering the project from pre-acquisition to project handover, you will be widely recognised for your expertise, across the Estates Transformation team and the whole organisation. Leading highly engaged and collaborative cross-functional teams, establishing strong working relationships with a host of internal and external stakeholders, and coordinating the work of external consultants and partners. We will rely on you to provide challenge and highlight risks, making sure that every project is delivered successfully, with appropriate governance and controls.
Responsibilities:
Key responsibilities include:-
• Providing a single point of contact both within the Estates Transformation team and to the wider organisation for a portfolio of property projects.
• Create a project team environment through leading cross functional teams in a matrix operating model, establishing high levels of team engagement and collaboration through effective team working and leadership.
• Work in partnership with Locations Programme team CDIO (IT), and external stakeholders including Government Property Unit and Estates functions of other Government Departments.
• Ensuring Key project milestones and associated documentation completed to appropriate HMRC standards and timescales.
• Own and drive individual project milestone schedule, track projects through approval gateways, advise on mitigation actions and report deviations.
• Provide an appropriate level of challenge regarding activity supporting the project, meeting required outputs and drive continuous improvement.
• Monitor overall project budget against approvals, drive value and report forecasts
• Ensure project governance and control by applying Workstream Execution Plan to projects through lifecycle.
• Deliver formal reporting of project key metrics as required providing projects reporting highlighting the key risks, issues and dependencies that threaten delivery, proposing and initiating corrective actions, escalating concerns as appropriate.
• Through agreed processes deliver risk, issues and change management
• Co-ordinating project stakeholders both internal and external, consultants and Strategic Delivery Partner.
• Ensuring projects are complying with appropriate Government and Cabinet Office GPU standards, rules and mandates.
Qualifications required:
Degree qualified or equivalent in a Property or construction related qualification and, ideally, a recognised project or change management qualification - or an equivalent level of practical professional experience. RICS or CIOB membership is preferred.
Specialist knowledge and experience:
• Previous knowledge, practical experience of/or proven track record of a key role working on large change projects/programmes.
• Leading project teams and the delivery of large modern office buildings.
• Experience in delivering £30m+ projects and programmes through the end to end project lifecycle.
• Experienced in managing projects either as a client user, employers agent or directly for a developer.
• Leading a multidisciplinary project team working in a matrix environment and building strong relationships across team/business area/ departmental/ boundaries
• Forming effective relationships with senior/high influence stakeholders, for example; customer groups /policy makers /IT suppliers/ executive committees or boards.
• Demonstrable track record of success at senior level in Construction Management or Project Management
Desirable - Full member of either RICS/CIOB
